How many Iraqi civilians does the US. intend to "liberate"?

It's a war. Not a civilian area where everybody is safe. It is horrible that there are civilian deaths, and it by no means can be justified. But can you remember a war when there were not civilian deaths? I always find it interesting when people are so shocked that civilians are actually killed in a combat zone.
