Was Billy Gunn always overrated as a singles competitor?

Was he? Or did you and do you enjoy his work in the ring? I always thought he sucked pretty much, and has one of the worst punches ever in wrestling. His best singles match was against Benoit, but of course Benoit made cardboard boxes look good.
