Is this a substantial turtle aquarium?

Your turtle still looks pretty small so the tank is fine for now. I'd say the water level is fine too. My rule for water level is that if they can swim it's fine. After a certain shell length I'd fill it up all the way. Maybe when he's 3-4 inches. You're going to have to get a bigger tank as he grows though.
