Do the Kuwait citizens want Kuwait to be democratic?

I recently hit a debate case that calls for making Kuwait a democracy. Nowhere in their evidence did it ever say that that is what Kuwait wanted in the first place. Any insight into what type of government Kuwait has now, and what they may want in the future would be greatly appreciated. Thanks :)
